This Goblins deck is a haste-and-burn aggressive strategy without a Madness/Survival engine as described, leaning on Lackey, Warchief, and Siege-Gang Commander backed by direct burn, so Circle of Protection: Red is valuable to blunt their reach from Mogg Fanatic, Gempalm Incinerator, and other red damage sources. Disenchant is cut down since their only notable artifact/enchantment targets are minimal. Wrath of God remains crucial to reset their wide board of Goblin tokens and creatures, while Swords to Plowshares answers their key haste threats like Goblin Warchief before they can swing. Keep Mana Leak and Counterspell up to disrupt their explosive starts.

Their only real threat is Phyrexian Dreadnought, so Meddling Mage naming Phyrexian Dreadnought or Stifle is excellent proactive disruption, and Annul can counter the Dreadnought itself (it's an artifact creature spell) or a Powder Keg. Wrath of God is cut because Swords to Plowshares and your counters already answer a lone threat, and you would rather keep Faerie Conclave and Mishra's Factory pressure on the board. One Disenchant comes out, but keep the other, since it destroys a resolved Dreadnought or Powder Keg. Phyrexian Furnace does little here and is the cleanest cut. Keep Standstill and card draw as your path to overwhelming them once the Dreadnought is neutralized.

Meddling Mage is a premier answer here, naming Replenish, Opalescence, or Parallax Wave to shut down their combo before it assembles, and it dodges their counterspell-light removal suite. Exalted Angel provides a resilient clock and lifegain against their Swords to Plowshares-based removal. Mana Leak and Prohibit are cut down since this opponent often has the mana to pay through tax-based counters once Ancient Tomb is online, making proactive disruption like Meddling Mage more valuable than reactive countermagic. Keep Counterspell and your Disenchant/Standstill core to pressure and disrupt the combo pieces directly.
