Dimir Tempo leans on free countermagic (Daze, Force of Will) and cheap disruption to protect threats like Moonshadow, Nethergoyf, and Kaito, so Consign to Memory has real but narrow targets: it only counters a triggered ability or a colorless spell, which means their Mishra's Bauble and the triggers from Orcish Bowmasters (including its pings when you draw extra cards) and Moonshadow, for just U. It does nothing against their blue or black spells, such as Brainstorm, Ponder, Thoughtseize, Daze or Force of Will. Force of Negation (free only on their turn, and it hits noncreature spells only) and Mindbreak Trap (free only if they cast three or more spells in a turn) give some extra interaction to protect your own Kappa Cannoneer or Emry, mostly against their removal like Fatal Push. Trim situational one-ofs like Shadowspear, Pithing Needle, Aether Spellbomb, and Skateboard since none of them answer their actual game plan of resilient threats plus countermagic. Keep Chalice of the Void in since, set to 1, it punishes their 1-mana suite (Brainstorm, Ponder, Thoughtseize, Fatal Push, Nethergoyf, Moonshadow) hard. It does not stop Daze, which has mana value 2.
