Dimir Tempo relies on free countermagic (Daze, Force of Will) and cheap colorless or triggered-ability plays like Mishra's Bauble and Orcish Bowmasters triggers, which Consign to Memory can answer cheaply. Consign can't hit their blue spells, so it is there for the Bauble and the triggers. Flusterstorm helps us fight through their counter-wars over our instants and sorceries, such as protecting our own Force of Will, Brainstorm or Ponder. It can't counter creature spells. Shuko and Orim's Chant are low-impact here since this matchup is more about resolving our combo pieces through a counter-magic battle than equipment or a single turn of protection. Keep Force of Will and Swords to Plowshares in to handle threats like Moonshadow and Nethergoyf and protect our game plan.
