WU leans on Tamiyo, Inquisitive Student, Phelia, Exuberant Shepherd, and Quantum Riddler as its threats, all backed by Stifle, Wasteland, and Force of Will. Static Prison is our cleanest way to exile any of those threats, and Swords to Plowshares answers Phelia before it can generate more value. We shave Pithing Needle and Karakas, plus a couple of artifact mana pieces (Mox Opal, Manifold Key) to make room for real interaction against their tempo plan.
