WU leans on Tamiyo, Inquisitive Student, Phelia, Quantum Riddler, and a suite of free or cheap countermagic like Daze and Consign to Memory, with few early creatures worth a 1-for-1 removal spell, so Fatal Push and Snuff Out are weak since their best permanents are a planeswalker-flipped Tamiyo or noncreature threats like Teferi, Time Raveler. Consign to Memory comes in as a cheap answer to their triggered abilities, such as Phelia's attack trigger that exiles a permanent or Tamiyo's investigate and transform triggers. It only counters triggered abilities and colorless spells, so it can't stop their blue and white spells. Surgical Extraction can proactively strip a troublesome Tamiyo, Quantum Riddler, or Teferi, Time Raveler out of their whole deck once one hits the graveyard or is discarded. This swap trades reactive removal for more countermagic and disruption suited to their spell-dense, lower-creature-count game plan.
