Dimir Tempo leans on Daze and colorless artifacts like Mishra's Bauble, so Consign to Memory earns its slot by countering Mishra's Bauble (a colorless spell) and the triggered abilities from Orcish Bowmasters, which punish our Brainstorm and Ponder draws. It can't counter Daze, which is a blue spell, so don't count on it for that. Grafdigger's Cage shuts off their graveyard-based value from Nethergoyf's escape without affecting our own plan. Surgical Extraction can strip Nethergoyf or Moonshadow from their graveyard, hand, and library after one hits the yard. Flusterstorm is a soft counter that gets little storm value here, so it comes out along with one Hexing Squelcher and a land for the extra interaction.
