WU leans heavily on free/cheap blue interaction (Daze, Stifle, Consign to Memory) and on triggered abilities like Tamiyo's investigate and flip triggers, Phelia's attack trigger, and Quantum Riddler's draw trigger. Consign to Memory can't counter Daze or any of their other blue spells, since it only hits colorless spells and triggered abilities. It comes in to stop those triggers, such as a Tamiyo flip trigger or Phelia's attack trigger. It can't stop a Clue token activation, which is an activated ability. Grafdigger's Cage is less about graveyard hate here and more about denying Snapcaster Mage's flashback value and any creature recursion. Surgical Extraction can proactively strip a copy of Swords to Plowshares or Stifle once discarded or used. Flusterstorm is cut since it can only counter instants and sorceries, so it does nothing against their creatures or planeswalkers like Teferi, making it a weaker target for a storm counter.
