The Epic Storm wants to chain rituals and cantrips into a Tendrils of Agony kill, so extra Consign to Memory is live against any colorless spells they might play and more importantly its replicate mode can be paid multiple times to counter several triggered abilities, such as the storm trigger, in a single combo turn if needed. Stifle comes out since its targets here are narrow and the games are usually decided by stopping the actual combo, where Force of Will and Force of Negation counter the Tendrils spell itself and Consign to Memory handles its storm trigger. Keep Wasteland in to strip Undercity Sewers or other utility lands, and hold up Force of Will/Force of Negation on their key turns, since Veil of Summer makes their spells uncounterable for the turn (its card draw only depends on us having cast a blue or black spell, not on what they spend). Veil only protects spells, though, so Consign to Memory can still counter a triggered ability like the storm trigger even through Veil.
