WU is full of colorless triggers and noncreature spells (Tamiyo's investigate Clues, Quantum Riddler's draw trigger, Stifle-able abilities, and a steady stream of cantrips), so Consign to Memory is live constantly and cheaply answers their Force of Will/Daze-protected plans. The extra Force of Negation helps you fight through their own Force of Will and Daze to resolve Chalice of the Void or Urza's Saga, both of which are excellent against their low curve. Kappa Cannoneer is too slow against Swords to Plowshares and Teferi, Time Raveler bounce, so trim it alongside some Urza's Bauble copies in favor of proactive countermagic that protects your own game plan.
