Death and Taxes relies on Aether Vial to cheat creatures into play outside the normal casting process, so Containment Priest shuts down Aether Vial entirely and stops creatures from entering that weren't cast. Surgical Extraction can strip a key Equipment or a Recruiter of the Guard target once it hits a graveyard, disrupting their toolbox plan. Static Prison is still fine against their nonland threats but is less proactive than Containment Priest's blanket effect, so we trim it down.
