This is a mirror-style blue-white tempo matchup full of cantrips, Stifle, and Daze, with plenty of triggered abilities on both sides. Their deck has no colorless spells, so Consign to Memory will not counter any of their spells. It is still worth bringing in to counter triggered abilities such as Tamiyo's attack trigger, Phelia's attack trigger, and Quantum Riddler's enter-the-battlefield draw. It also can't answer Clue tokens, since sacrificing a Clue is an activated ability, not a triggered one. Force of Negation gives you a free way to counter their Teferi, Time Raveler or their noncreature spells like Swords to Plowshares and Force of Will on their turn. That matters because Teferi can shut off your own instant-speed interaction. Force of Negation can't counter creature spells, so Quantum Riddler and Phelia need another answer. Prismatic Ending is less necessary here, since it is limited by the number of colors you spend and Swords to Plowshares already handles their creatures. Swords can't hit Teferi, so you will need to attack it or counter it. Flow State is a slow selection spell in a matchup that rewards speed and efficiency. Keep Dress Down in mind as a flash way to strip Phelia's and an unflipped Tamiyo's abilities for a turn, but it has to be cast before attackers are declared to stop their attack triggers.
