Carpet of Flowers is out of the plan: it only produces mana for each Island the opponent controls, and Beanstalk Control runs just one basic Island (Urza's Tower, Planar Nexus and their other utility lands aren't Islands), so it would almost never do anything. Instead, Consign to Memory comes in because nearly all of their key spells are colorless (Karn, The One Ring, Ugin, Trinisphere, Kozilek's Command, Eldrazi Confluence), and it can also counter a triggered ability such as Ugin's cast trigger. Force of Will is weaker here since the opponent's deck is colorless-heavy and Trinisphere punishes you for casting Force of Will for free on an empty-mana turn, so we trim two copies in favor of proactive value; Veil of Summer is also mostly dead since the opponent's only blue spell is Stock Up and they have no black spells, so the hexproof is rarely relevant. Bilbo helps rebuy cheap spells from the graveyard to keep grinding through their card advantage engines like The One Ring and Kozilek's Command. Watch out for Trinisphere taxing your cheap spells and plan to deploy Aluren or Show and Tell before they lock the board.
