The EPIC Storm is a fast combo deck aiming to chain rituals and cantrips into Tendrils of Agony or Echo of Eons for a quick kill, so we need free, proactive disruption that doesn't require tapping out. Force of Negation can stop their key enabler or payoff spell for free even on their turn, which is crucial against a deck that can go off before we untap. Surgical Extraction can only target a card that is already in a graveyard, so it is a cleanup tool rather than a way to hit Burning Wish (which exiles itself on resolution). Once a card like Tendrils of Agony, Echo of Eons, or Beseech the Mirror has been cast or discarded (for example to Gamble), it can exile every copy from their graveyard, hand, and library, cutting off their redundancy. Daze is a soft counter that their rituals and free mana sources can easily pay for, and Consign to Memory is the more situational of our counters here, so both come out to make room.
