Ruby Storm wants to chain many cheap noncreature spells (Desperate Ritual, Pyretic Ritual, Manamorphose, Reckless Impulse) into a storm finisher like Grapeshot or Empty the Warrens; Deafening Silence limits each player to one noncreature spell per turn, which is devastating against their entire ritual-chaining plan while only mildly restricting our own discard spells. Meltdown at X=0 for {R} answers nothing they run but can hit a stray artifact if they bring one in, though the main value here is Deafening Silence; we're boarding Meltdown in mainly as a flexible catch-all low-cost spell under the Silence restriction. We trim slow top-end and a redundant tapped land since we need maximum speed and disruption before they combo off, ideally racing them down before turn 4-5 or locking them out entirely with Deafening Silence.
