Izzet Prowess is a low-to-the-ground tempo deck full of cheap noncreature spells and small creatures; Consign to Memory counters colorless spells and triggered abilities, which doesn't hit most of their spells directly but can stop Mishra's Bauble triggers and any colorless activations, though its main value here is modest—include it mainly for flexibility against their colorless pieces. Brotherhood's End is the real star, sweeping Dragon's Rage Channeler, Monastery Swiftspear, and Slickshot Show-Off for 3 damage each, wiping their whole board in one card. Cut some Galvanic Discharge and Pawpatch Formation/Prismatic Ending since a one-for-one answer is less efficient than a sweeper against their go-wide small-creature strategy. Your Leyline Binding and High Noon remain strong, with High Noon slowing their velocity significantly by limiting them to one spell per turn.
