Ruby Storm wants to chain cheap red rituals and cantrips into a lethal Grapeshot or Past in Flames turn. High Noon directly disrupts this by limiting each player to one spell per turn, so both copies stay in rather than being cut. Veil of Summer is not brought in: it only gives hexproof from blue and black and stops blue or black spells from being cast, and Ruby Storm's interaction and kill spells are red, so it does nothing here. Surgical Extraction is the one bring-in. It targets a card already in a graveyard, and it exiles every copy of that card from the graveyard, hand, and library. Once a copy of Past in Flames or Grapeshot is in a graveyard, it can strip the remaining copies. They run 3 Past in Flames and 1 Grapeshot in the main deck, so it is not a clean answer to their kill condition, but it can blunt a follow-up turn. Kaya's Guile is the cut since its modes are too slow against a combo deck racing to kill you on turn 3-4.
