Storm decks are all about resolving a critical mass of cheap spells, and Consign to Memory's replicate lets a single copy counter multiple colorless rituals or Wish-fetched pieces in a single turn if needed, though most of their rituals are colored. Surgical Extraction can strip a key combo piece like Past in Flames or Grapeshot from hand/graveyard/library, disrupting their redundancy. Spell Snare mostly whiffs since their rituals and cantrips sit at mana value 1-2 inconsistently and countering one piece rarely stops the whole chain, and Force of Negation is already accounted for by our maindeck Force of Negation and Counterspell, so we favor the more surgical answers instead.
