This is another low-curve mirror-ish matchup, so Wrath of the Skies is strong at sweeping their small threats like Territorial Kavu, Ragavan, and Phelia while we hold up mana for our own plays. High Noon slows their explosive turns of playing Ragavan plus Quantum Riddler plus removal in one turn, restricting them to a single spell just as it does us, favoring whichever deck curves out better on the play. Goblin Bombardment and Ephemerate are cut since we want more sweeping and disruptive effects rather than incremental value against a deck racing on the same axis as us. Keep Solitude and Galvanic Discharge as efficient answers to their Territorial Kavu and Scion of Draco.
