Amulet Titan wants to jam Amulet of Vigor plus multiple lands and Spelunking or Scapeshift in a single explosive turn, so High Noon's one-spell-per-turn cap disrupts that whole sequence. Force of Negation is a free counter to stop Scapeshift or Spelunking on their turn before it snowballs into extra land drops. Isochron Scepter and Consult the Star Charts are too slow and don't interact with their combo turn, so they're cut for proactive disruption. Consign to Memory stays in the board since we prioritize broader noncreature spell counters, though it can hit triggered abilities and colorless spells.
