Rest in Peace is extremely strong against Rakdos Delirium's graveyard-fueled Nethergoyf, Street Wraith cycling, and escape costs, exiling the graveyard on entry and shutting off further value. High Noon slows down their explosive low-curve aggression by limiting them to one spell per turn, which is painful for a deck wanting to chain Stitcher's Supplier, Street Wraith, and burn spells together. Spell Pierce and Spell Snare are weak since their key cards like Thoughtseize and Lightning Bolt dodge both, so they're cut for the more impactful disruption.
