Ruby Storm is a pure combo deck stringing together rituals (Desperate Ritual, Pyretic Ritual, Manamorphose) into Past in Flames and Grapeshot, so Vexing Bauble is a strong proactive disruptor that can counter any of their free-mana-spent rituals if they somehow cast one for zero (though most cost mana, so its main value is countering things like Manamorphose only when hard-cast for no mana isn't possible; still worth including as a body-less answer against any 0-cost interaction they bring in). Engineered Explosives set for one or two mana blows up Ral, Monsoon Mage before it flips or kills a resolved Artist's Talent. Fatal Push and creature-based removal are far less relevant since they have almost no creatures, so those slots move to proactive hate pieces; Village Rites and Corrupted Conviction are cut as they do nothing against a deck that isn't attacking our life total with creatures.
