Azorius GenericBlink's game plan revolves around Ephemerate loops to generate cascading value and Ocelot Pride to flood the board with Cat tokens, so your disruption must target both engines simultaneously. Consign to Memory is the premier tool — cast it in response to Ephemerate targeting a creature to counter both the original and the rebounded copy, or use it to deny an evoked Solitude before it nets card advantage. Chalice of the Void on one locks out both Ephemerate and Ocelot Pride in a single artifact; since Tamiyo is the only one-drop we're trimming, the Chalice costs our own plan almost nothing. Plague Engineer naming Cat neutralizes the token army Ocelot Pride accumulates over multiple turns, collapsing their go-wide plan into irrelevance. Running three copies of Harbinger of the Seas is correct here — every Flooded Strand, Hallowed Fountain, and Meticulous Archive entering tapped severely taxes their heavily nonbasic mana base and keeps them off the curve needed to chain blink effects.
