Belcher is a fast combo deck aiming to assemble Lotus Bloom and Goblin Charbelcher, and Consign to Memory is excellent since it counters colorless spells like Goblin Charbelcher itself and Lotus Bloom's triggered ability, plus any triggered abilities from Hydroelectric Specimen or Tameshi. The extra Endurance provides free interaction that can be evoked to disrupt their setup while also acting as a reasonable blocker against their few creatures. Dismember has no real targets in a deck with almost no creatures, so it's better replaced with proactive countermagic. Birthing Ritual is too slow against a deck that can win by turn 3-4, so prioritize disruption and protecting your own game plan with Force of Negation and Subtlety.
