Boros Energy floods the board with cheap threats like Ocelot Pride, Guide of Souls, and token generators, so Culling Ritual is a huge swing card that wipes most of their mana value 2-or-less permanents while ramping us into our own threats. Inquisition of Kozilek proactively strips Ragavan, Ajani, or a key planeswalker before it generates value. Sheoldred's Edict handles a problematic Ajani, Nacatl Pariah or planeswalker they can't otherwise protect. Force of Despair only hits creatures that entered this turn, which is too narrow against a deck that curves out across many turns and keeps threats around, so it comes out for more proactive answers; Witherbloom Charm's sacrifice mode is weak when we have little worth sacrificing against their aggressive clock.
