Ruby Storm is a pure combo deck chaining rituals like Desperate Ritual and Pyretic Ritual with Past in Flames to generate a lethal Grapeshot storm count. Force of Despair only hits creatures that entered this turn, and they have almost none, while Witherbloom Charm's removal mode only reaches cheap permanents like Ruby Medallion, so both are close to dead here. Inquisition of Kozilek can only take a card with mana value 3 or less, so it can't touch Past in Flames (mana value 4), but it does strip a ritual like Desperate Ritual or Pyretic Ritual, or a cheap digging spell like Wrenn's Resolve, before they can combo off. That is far more relevant than the removal we are cutting. Surgical Extraction can exile all copies of Past in Flames or a key ritual from their graveyard, hand, and library once one is in a graveyard, crippling their ability to chain spells for a lethal storm count. Thoughtseize, which can take Past in Flames, and Fatal Push (on Ral, Monsoon Mage) remain our best proactive disruption to stop the combo before it executes.
