Ruby Storm has almost no creatures worth killing, so Lightning Bolt and Fatal Push are largely dead and come out. Consign to Memory snipes their free-cast triggered abilities and any colorless spells, while Mystical Dispute is a cheap generic counter (at {2}{U} since their deck is mono-red, not blue, so the cost reduction won't apply) that can still stop a key ritual or Past in Flames on the turn they try to go off. Prioritize holding up mana to counter their payoff spell rather than racing, since your deck can't out-damage a resolved storm turn.
