High Noon is a symmetrical effect: neither player can cast more than one spell each turn. That blunts Boros turns where they deploy a threat and also cast a burn spell in the same turn. Our deck leans more on abilities and sacrifice outlets than on stacking spells, so it costs us less than it costs them. Prismatic Ending answers cheap permanents like Guide of Souls or Ocelot Pride for a single white mana. Vexing Bauble stays in the sideboard. It only counters spells cast without spending mana, and Boros pays mana for its spells, so it would do very little here. Carrion Feeder can't block, which makes it a poor fit against an aggro deck. One Goblin Bombardment comes out alongside it so we can focus on blocking, racing, and disruption.
