Mono-Blue Terror is entirely blue with no artifacts, making Pyroblast and Red Elemental Blast live answers to nearly everything they do: countering Counterspell, Tolarian Terror, Cryptic Serpent, or Delver of Secrets, or destroying a resolved blue permanent like Cryptic Serpent outright (Tolarian Terror's ward {2} means we have to pay {2} to target it). Artifact hate like Dust to Dust and Vandalblast has nothing to hit here since the opponent plays no artifacts, so those stay boarded out. We cut Prismatic Strands since it is a reactive spell that runs into their Counterspells, and trim Melded Moxite since a two-mana artifact that only filters is low-impact in this matchup. Keep our removal suite (Dispatch, Galvanic Blast, Lightning Bolt) in, but with realistic expectations: Tolarian Terror is a 5/5 and Cryptic Serpent is a 6/5, so Lightning Bolt (3 damage) and Galvanic Blast (2 damage, or 4 with metalcraft) can't kill one alone. Together they can (Bolt plus Galvanic Blast is 5 damage), and Dispatch exiles a serpent when we control three or more artifacts, otherwise it only taps it. The burn is also a cheap answer to Delver of Secrets.
