Mono Blue Terror's entire game plan is inseparable from its graveyard — Tolarian Terror and Cryptic Serpent are only cheap threats because of self-mill from Thought Scour and Mental Note, so Thraben Charm's graveyard-exile mode is devastating, resetting their cost reduction and turning a free 6/6 into a real 6-mana card. Shattered Acolyte gives you cheap, resilient bodies that dodge some of their tempo plays. Board out slow ramp pieces you don't need since this matchup is about proactive pressure and disruption, not grinding. Time your graveyard exile for after they've committed several cards to the yard but before they cast their Serpent or Terror.
