Dispel is narrow, but Ruby Storm plays plenty of instants for it to hit: Desperate Ritual, Seething Song, Manamorphose, Big Score, Electric Revelation and First Day of Class are all instants, so we can counter pieces of their combo turn. The deck as shown has no burn or other non-combat damage, so its kill is combat damage, mostly a Seize the Storm Elemental token with trample or creatures like Goblin Anarchomancer made hasty by First Day of Class. That means our combat-damage Fogs (Moment's Peace, Tangle and Fog) stay live, and Tangle is worth keeping since it also stops their attackers from untapping. Weather the Storm only gains 3 life and does little against a deck built to go off, so we trim two copies for two Dispel to disrupt their turn while we keep Fogs for the turns they attack.
