Izzet Phoenix wants to loop Arclight Phoenix back from the graveyard by casting three instants/sorceries a turn, so Unlicensed Hearse is a key piece of graveyard disruption that exiles Phoenixes (and their delve fuel for Treasure Cruise) before they can return. Setessan Petitioner's life gain off your green devotion helps offset their Lightning Axe and burn-based removal while providing an efficient blocking body against Picklock Prankster. Outcaster Trailblazer's card draw is less valuable when you need proactive graveyard hate and lifegain against a combo-aggro deck racing to flip Phoenixes, so it comes out. Ulvenwald Oddity trims since its upside is marginal against a deck that mostly wants to go over or around your blockers with evasive Phoenixes and bounce spells like Into the Flood Maw.
