Azorius Standstill is a tempo-control deck that wins by locking you out with Standstill and Counterspell while making land drops, then closing with Decree of Justice cycling or Factory beats. Gloom taxes their white mana heavily, making Swords to Plowshares, Wrath of God, Disenchant, and Decree of Justice all significantly more expensive and buying you crucial tempo windows. Powder Keg answers Humility before it locks down your threats and can also clean up Mishra's Factory or Faerie Conclave. Smother comes out because their threats are mostly lands and Decree tokens — Diabolic Edict and Chainer's Edict are better removal here. Ravenous Rats is the weakest threat against a permission-heavy deck that wants you to play into Standstill; Hypnotic Specter and Nantuko Shade are your best finishers since they demand an immediate answer.
