Azorius Tempo is full of counterspells and removal like No More Lies and Get Lost backed by Day of Judgment, so The Queen of Dale gives us card selection against their dense noncreature suite: whenever they cast their first noncreature spell each turn, we recruit (draw a card, then discard a card, and if we discarded a nonland card we create a 1/1 Human Soldier token). Voice of Victory's static ability stops them from casting any spells during our turn, so instants like Three Steps Ahead or No More Lies can't be used against our plays and attacks. Doc Ock's Tentacles is too slow against a deck that wants to counter or sweep our board, and Basilisk Collar's lifelink matters less when they can wrath with Day of Judgment. Play around their open mana for counterspells and removal on their own turn, and use Queen of Dale's recruit triggers to keep finding action and build a board that doesn't depend on a single threat.
