Dimir Excruciator wants to grind with Stock Up, discard like Duress and Deceit, and eventually land Doomsday Excruciator, so Rest in Peace denies any graveyard value and is particularly strong since it exiles graveyards outright before they can set up. Voice of Victory shuts off their ability to interact with instants like Archenemy's Charm on your turn and pressures through Mobilize tokens while they're tapped out from discard spells. Doc Ock's Tentacles and Basilisk Collar are too slow against a deck full of efficient removal like Bitter Triumph and Deadly Cover-Up, and Raubahn's ward is less impactful since they have ample removal for your other threats anyway. Push damage early before their hand disruption and removal suite grinds you out.
