Azorius Tempo fills the board with small evasive fliers like Momo, Friendly Flier and Sage of the Skies, so cheap efficient removal is more valuable than conditional removal. Torch the Tower kills their small fliers for one mana: the base 2 damage handles Momo (1/1), Steamcore Scholar (2/2) and Starfield Shepherd (3/2). Sage of the Skies (2/3) needs the bargained 3 damage, so sacrifice a Clue, Treasure or other artifact or token when you cast it. Quantum Riddler is a 4/6, so it is out of range either way. Torch also exiles whatever it kills, which dodges any recursion. Giant Cindermaw's 4/3 trample body is a solid clock, and its static ability stops players from gaining life, which shuts off Sage of the Skies' lifelink. It can't block fliers, so treat it as a threat rather than a defender. Deadly Precision's additional cost is awkward tempo-wise, and Callous Inspector is the lowest-impact body here, so trim lightly in favor of efficiency.
