Hydroblast is excellent here since it can counter Lightning Bolt or any other red spell, and can destroy a red permanent like Dragon's Rage Channeler or Cori-Steel Cutter. Consign to Memory is narrower: it only counters colorless spells or triggered abilities. That means it can hit a Mishra's Bauble spell, or triggers like the Flurry trigger from Cori-Steel Cutter, Dragon's Rage Channeler's surveil triggers, and Murktide Regent's counter-growing trigger. Equip is an activated ability, so Consign can't touch it, and Cori-Steel Cutter itself is a red spell, so leave that one to Hydroblast. Fatal Push is a clean one-for-one answer to Dragon's Rage Channeler and the Monk tokens, but it can't kill Murktide Regent, whose mana value stays at 7 even when delved. Bilbo and Kaito come out because this matchup is a race where you want cheap interaction over slower value engines, and Snuff Out trims since you have better cheap options against their small threats.
