Bant Control plays a grindy game with Tamiyo, Quantum Riddler, and Leyline Binding backed by Force of Will and Force of Negation, so Lavinia is strong at taxing their expensive noncreature spells and countering any free spells they cast. Extra Wrath of the Skies copies give us a bigger sweeper against their Phelia tokens and any creature overextension, especially since their maindeck already has one copy showing the card is respected. Back to Basics is a poor choice against a deck whose manabase includes many basics and taplands that already enter tapped (Meticulous Archive, Hedge Maze), reducing the lock's impact; Forth Eorlingas! is too slow against their efficient removal and countermagic suite.
