Izzet Prowess wants to dump its hand into a wide, cheap board (Dragon's Rage Channeler, Monastery Swiftspear, Slickshot Show-Off) and pump it with burn, so Wrath of the Skies is a clean sweeper that resets the board even against a hand full of one-mana threats. Spell Snare answers Cori-Steel Cutter and Slickshot Show-Off at two mana, while Consign to Memory's extra copies help counter colorless spells like Mishra's Bauble (the card itself as a spell, not its activated ability, is what gets countered) and opposing triggered abilities. Since their removal (Lightning Bolt, Lava Dart, Unholy Heat) is aimed at your creatures rather than your board wipes, this is a favorable spot to overload on sweeper effects. Cut slow single-target removal and a surveil-land for the extra reach.
