Domain Zoo plays efficient, low-cost creatures including Ragavan, Wild Nacatl, and Territorial Kavu. Stern Scolding is a cheap answer to Ragavan, and it can also hit Wild Nacatl and Territorial Kavu while they are small. Both grow with their lands, though: Nacatl gets +1/+1 for each of Mountain and Plains, and Kavu's size equals the number of basic land types they control. Once they get bigger, Stern Scolding stops hitting them. It also never hits Scion of Draco or Quantum Riddler. Consign to Memory has real targets here. It counters Scion of Draco, which is a colorless spell, and it stops triggered abilities such as Ragavan's combat damage trigger and Territorial Kavu's attack trigger. It is narrow, but it is flexible interaction against their expensive threat and their best creature triggers. We trim Counterspell and Force of Negation to make room. In a fast creature race, cheap, specific answers matter more than UU-costed Counterspell or Force of Negation, which only counters noncreature spells and whose free mode needs a blue card in hand and only works on the opponent's turn. This keeps our core combo pieces intact.
