Ruby Storm is a nearly creatureless combo deck casting almost entirely red and colorless rituals and cantrips, so cheap interaction with its spells is the way to disrupt it. Mystical Dispute can counter any of their spells unless they pay {3}, such as Pyretic Ritual, Desperate Ritual, Reckless Impulse, or Past in Flames. Since all of those are red, it costs the full {2}{U} here (the discount only applies to blue spells), so it works best when they are tapped low. A second Spell Snare picks off their mana value 2 spells, such as Desperate Ritual, Pyretic Ritual, Manamorphose, Reckless Impulse, Wrenn's Resolve, and Ruby Medallion. It cannot hit Hex Magic, which is mana value 3. Supreme Verdict and Sink into Stupor are much weaker here since this deck has few creatures or permanents worth bouncing or wrathing, and you want more counterspell density instead. Keep Force of Negation, Narset, Parter of Veils, and your existing Consign to Memory and Spell Snare in to disrupt their storm turn. Consign to Memory is narrow, but it can answer Ruby Medallion or a storm trigger. Stopping their key spells is far more impactful than board-based answers.
