Ruby Storm wants to chain cheap rituals and cantrips (Desperate Ritual, Pyretic Ritual, Manamorphose, Reckless Impulse) into a lethal Grapeshot or Past in Flames turn. Most of their spells are red, so Consign to Memory can't hit them as spells. It does answer their colorless spells, such as Ruby Medallion. It also counters triggered abilities, such as Ral, Monsoon Mage's coin-flip trigger, Artist's Talent's discard-and-draw trigger, and the storm trigger on Grapeshot. Wrenn's Resolve and Reckless Impulse are red sorceries whose exile effects are part of resolving, so Consign can't touch them. Mystical Dispute is mainly a generic {2}{U} soft counter here since their deck isn't blue, so it's a lower-impact slot included only as a catch-all. Our Thoughtseize is the real MVP, stripping their key payoff (Ral, Monsoon Mage, or a key Ritual) before they can go off, so Flickerwisp and Quantum Riddler come out as they're too slow and don't interact with a combo deck that can kill us before our creatures matter.
