Belcher is a fast combo deck aiming to assemble Goblin Charbelcher off cheap mana acceleration like Lotus Bloom, backed by a full suite of counterspells and bounce like Sink into Stupor and Into the Flood Maw. Consign to Memory counters their colorless spells outright, hitting Goblin Charbelcher and Lotus Bloom, which is huge disruption against their core combo pieces. Spell Snare snipes their two-mana spells such as Counterspell, Jwari Disruption, or Beyeen Veil. Starfield Shepherd and Galvanic Discharge do essentially nothing against a deck with no early creatures to remove and racing on a completely different axis, so they're cut for cheap proactive interaction that can stop the combo before it resolves.
