Mono-Blue Terror lives and dies on graveyard density from Thought Scour and Mental Note to cheapen Tolarian Terror and Cryptic Serpent, so Relic of Progenitus is excellent here — exiling their graveyard denies the cost reduction and can strand a Terror in hand. Pyroblast can counter or destroy their blue spells and permanents, including a resolved Delver of Secrets or Tolarian Terror itself. Note Tolarian Terror has Ward {2}, so be ready to pay the tax when targeting it. Cut clunky cards like Pulse of Murasa and Campfire that don't affect the graveyard-fueled game plan, and hold up Counterspell and Dispel to protect your own threats from their permission suite.
