Izzet Leyline Aggro is another red-based aggro deck racing on the ground with cheap creatures like Elusive Otter, Stadium Headliner, and Slickshot Show-Off, so Sunspine Lynx both denies any incidental lifegain they might find and punishes their multiple nonbasic dual lands (Spirebluff Canal, Steam Vents, Riverpyre Verge) on entry. Scorching Shot's 5 damage is overkill on most of their small creatures, but efficiently answers bigger threats like Drake Hatcher tokens or a pumped attacker via Wild Ride or Ancestral Anger. Burst Lightning's 2 damage often trades down against pumped creatures, so it's cut in favor of more impactful cards in this mirror-style race. Keep the core burn-to-the-face plan since this matchup is decided by who runs out of gas first in the damage race.
