Consign to Memory only hits triggered abilities and colorless spells, so its targets here are narrow: the enters trigger of Solitude (including its evoke), and Isochron Scepter. It can't counter Teferi, Time Raveler or Narset, Parter of Veils, because their loyalty abilities are activated abilities and those spells are colored. Replicate lets us copy it to catch more than one trigger or colorless spell in the same turn. Mystical Dispute is cheap and efficient against their many blue spells (Teferi, Narset, Jace, Consign to Memory, Day's Undoing), since it only costs {U} against them. Claws of Gix and Welding Jar don't advance our plan against a control deck that isn't racing our board, so they come out. Keep in mind that Narset limits us to one draw per turn and Teferi restricts us to casting spells only at sorcery speed, so our instants (including Consign) can't be used to respond while Teferi is out. Prioritize resolving threats before they land.
